In a large bowl add the flour, baking powder, salt, milk, butter,and egg and whisk it together, then fold in the shredded cheese until combined. Set aside.
Heat a large 12 inch oven safe skillet on medium high heat add the ground beef, onion and bell peppers and cook until browned. Drain any extra fat.
Add in the brown sugar, Worcestershire sauce, dry mustard, salt, red pepper flakes, tomato sauce, and ketchup. Simmer on low heat for 5 minutes.
You can pour the meat mixture into a 9x13 baking dish if you don't have an oven safe skillet. Dollop the biscuit evenly over the top spreading it out as best you can.
Bake for 25-30 minutes or until golden brown and bubbly. Serve!
