Preheat the oven to 350°F. Line a baking sheet with parchment paper.
In a medium bowl, stir together tomato sauce, ketchup, brown sugar, Worcestershire sauce, mustard, garlic powder, onion powder, and red pepper, until well combined. Set aside.
Heat a large pan over medium-high heat. Add the ground beef, onions, and peppers and cook until no longer pink, breaking apart, and stirring as the meat cooks. Drain fat, then return to the heat add garlic and cook for 1-2 minutes. Pour sauce over browned meat, stir, and simmer for 10 minutes.
While the sauce is simmering, cut your rolls in half and hollow out the inside with a paring knife.
Add some sloppy joe filling into the bottom of the roll.
Add some shredded cheese on top and gently pack it in.
Stuff the roll with more filling and gently press and place onto the prepared baking sheet.
Bake the rolls on a baking sheet for 15 minutes or until just lightly crispy on the outside. Serve!

Depending on the size of your rolls will really depend on exactly how many you get. I buy rolls that are 8 inches.
Can't find unsliced stuffed rolls? Unsliced hoagie rolls, bolillo rolls, or small Italian bread loaves all work great. If all you can find are sliced sandwich buns, simply spoon the filling onto the buns instead of hollowing them out. The flavor is just as delicious!
To freeze: Wrap each unbaked roll in plastic wrap and place in a large Ziploc freezer bag. Freeze for up to 3 months. Thaw in the refrigerator overnight and bake as directed.
